This study examines the legitimation of state-sponsored design awards. It finds that their authority is not derived solely from the justification of individual judgments. Equally important is the production of a discursive framework within which particular conceptions of “good” design become thinkable, assessable, and legitimate. The focus, therefore, extends beyond evaluative criteria to the conditions that make evaluation possible—the very production of evaluability itself.
